iTunes Connect で上記のようなエラーがでて、２時間ほど時間を潰したら下記の方法を試してみてください。

• 多分、ChromeやFirefoxを使ってるかと思いますので、一度ログアウトして終了してください。
• SafariでiTunes Connectにつないでください
• そして、certSigningReques ファイルをアップロードしてください。

おそらく、これでうまくいきます。

なお、私はこれで２時間ほど時間をつぶし、半泣きになりました。
